A practical introduction to hospital law, authority and board governance for healthcare administrators in Punjab, Pakistan.
Written by Dr Qurban Hussain Khan, these four lectures form the first module of Advanced Public Governance, Policy, and Institutional Administration in Healthcare. They explain how to identify the correct legal authority, work with governing boards and Government departments, assign responsibilities and make clearly documented decisions.
Each downloadable PDF is designed for independent study, with simple explanations, practical hospital examples, exercises and official references. Legal requirements are distinguished from suggested working methods.
Lecture 1: Your Role and Powers as Medical Superintendent
Explains the difference between responsibility, authority, delegation and accountability. Introduces Punjab’s hospital governance frameworks and shows how to identify the law, notification and powers that apply to a particular institution. Practical examples cover equipment failure, spending approvals, procurement emergencies and staff supervision. Includes an authority checklist and guidance on preparing a clear administrative case note.
Lecture 2: Working with the Board and the Provincial Secretariat
Explains how to prepare hospital proposals for the governing Board and the Provincial Secretariat. Covers Board membership, meeting requirements, agendas, decision papers, minutes, resolutions and follow-up. A worked service-development example shows how to present costs, identify further Government approvals, answer departmental queries and track implementation. Includes practical formats for a Board paper, resolution and action tracker.
Lecture 3: Delegations, Standing Orders and the Authority Register
Explains how to establish who may approve, sign or carry out a particular action. Covers financial delegation schedules, limits and conditions, standing orders, duty assignments and arrangements during leave or additional charge. Shows how to build and maintain an authority register, check whether an order remains valid and document changes. Includes worked examples and exercises on common authority problems.
Lecture 4: Official Decisions, Directions and Administrative Accountability
Explains how to separate verified facts from allegations, record reasons for decisions and report progress accurately. Covers Government directions, conflicting instructions, court correspondence, audit observations and inspection responses. Introduces relevant PEEDA safeguards, right-to-information procedures, privacy and record preservation. A worked attendance case demonstrates why a missing biometric entry requires verification before conclusions or further action.
Read the lectures in sequence. For an actual administrative decision, check the cited source, later amendments and the orders applicable to your institution.
