Module 8:Complaints, Legal Cases, Investigations & Integrity

Advanced Public Governance, Policy, and Institutional Administration in Healthcare

 Handling complaints and legal matters is a core responsibility of hospital leadership. Medical Superintendents must identify the correct process, protect patients and records, respond within the applicable deadlines, and ensure that decisions are fair and supported by evidence.


This module explains how to manage complaints, organise legal cases, conduct administrative fact-finding and strengthen institutional integrity in Punjab, Pakistan. The lectures use simple language, practical hospital examples and cited official sources. Legal requirements, suggested working methods and teaching cases are clearly distinguished.


Lecture 34: Complaint Handling and the Correct Referral Route

This lecture explains how to receive, record and assess a complaint, identify urgent risks, and determine which authority or procedure should address it. It distinguishes internal hospital complaints from matters involving the Punjab Healthcare Commission, Ombudsman, workplace harassment, staff grievances, information requests and procurement complaints.

This lecture explains the hospital’s administrative response to legal notices, court proceedings and orders. It covers coordination with authorised legal advisers, preparation of factual briefs, preservation of records and monitoring of required action. It also introduces practical responsibilities for medico-legal coordination and record handling.

  • Distinguishing a lawyer’s notice, court summons and court order.
  • Recording deadlines and assigning responsibility.
  • Preparing chronologies, paragraph-by-paragraph comments and supporting documents.
  • Preserving paper and electronic records.
  • Managing lawful disclosure, court directions and case handover.

Practical focus: Maintaining a case register, an indexed factual brief and an order-compliance record.


Lecture 36: Fact-Finding, Investigations and Evidence

This lecture explains how to establish what the available evidence supports. It distinguishes administrative fact-finding from formal disciplinary inquiries, clinical safety reviews and criminal investigations. The emphasis is on clear authority, impartiality, reliable evidence and a fair opportunity to respond.

  • Defining the question, scope and authority for an investigation.
  • Selecting investigators and managing conflicts of interest.
  • Preserving documents and recording interviews.
  • Testing explanations and addressing conflicting or missing evidence.

Lecture 37: Integrity, Conflicts of Interest and Anti-Corruption Controls

This lecture examines the daily controls that support impartial decisions and responsible use of public resources. It explains how to identify and manage conflicts of interest, check the applicable requirements for gifts and outside work, assess industry support, and respond properly to suspected irregularities.

Topics covered:

  • Declaring interests and recording decisions about participation.
  • Managing conflicts in recruitment, purchasing and investigations.
  • Checking requirements for gifts, consultancy, donations and industry support.
  • Separating approval, receipt, verification and payment responsibilities.
  • Checking financial and stock discrepancies.
  • Making factual referrals through the appropriate authority.

Practical focus: Maintaining a conflict register, testing a financial or stock control, and documenting how integrity concerns are handled.
